“Basel IT – Development Manager – VP Level” based in Singapore with a top tier Investment Bank – Permanent position

Department Overview:
This role is for the global Regulatory Reporting IT team based in Singapore. The Regulatory Reporting IT team develops applications and provides IT support to the bank’s Financial Control function. It's a global function, covering many different sites, across all business lines.

The main functional areas covered are:
• Statistical Analysis - Bank of England and FSA reporting
• Local Regulatory Reporting i.e. Fed, etc
• Capital Adequacy Management incl. Basel I and Basel II requirements
• Large Exposure Management
• Liquidity Management

The IT Regulatory Systems team is composed of 80+ staff spread over three continents (Europe, Asia and US)

Main Duties: Manage a team of developers to provide IT solutions for Basel II compliance.

People Management:
- Line Management for staff and General Team Management
- Performance management and Staff Career development

Delivery Management for Development projects:
- Project Planning, Scope Management, Risk Management, Cost Management, Time Management
- Status Reporting

Delivery Management for Minor Works and 3rd line support:
- Minor Works releases, Upstream Testing and 3rd Line Support

Release Management Oversight:
- Configuration Management, Implementation and Environment Management
- Support handover

Management of Process Quality and Product Quality Relationship Management with the Business Facing IT team, Application Support team

Experience/Skills Required:
- 10 to 15 years of IT experience
- 5+yrs of Investment Banking experience (MUST)
- Around 4 to 5 yrs in the capacity of a Project Manager or Development Manager
- 4+yrs of experience in working Regulatory Reporting, Basel II, Compliance (MUST)

Technical:
- Good experience on Oracle PL/SQL design and development
- Conceptual understanding of front end technologies (C#/.Net)
- Conceptual understanding of Reporting Technologies (preferably Business Objects)

Project Management:
- Proven track record of delivering projects on time and within cost against a recognized project management methodology
- Demonstrable blend of theory and practice
- Good experience on SDLC and development methodologies
- Good experience working in a cross-geography IT development function
- Comfortable with Project planning software, preferably MS-Project

Team Management:
- Proven ability to manage people in a team environment
- Proven ability to work within a team environment
- Excellent written and verbal communication skills
- Ability to make good/sound decisions and use independent judgment
- Ability to manage changing requirements in a highly dynamic
